Complete Site For Categorized File Upload/download

I need a complete website project which will list pdf documents. There will be user register/login. Everyone will be able to display the pages but only users can download documents. While uploading documents at admin panel, there will also be 3 feature/categorization entrance for document. 1 of those will be used as category and the other 2 for filter at listing. During the entrence system will also advise already recorded features and if it is new, will be new record. It will allow to upload same features for different documents.
At the main page, there will be menu listing the categories which we set while uploading document. The categories will display all related documents. Then user will be able to narrow listing with the related filters (which we set the 2 features).
I also need a side at every document page and main page for users to advise (upload) document. It will include same parts as admin upload and when a user upload a file, it will fall in admin panel as a pending cofirmation upload. After control and confirmation of admin, it will be displayed as well, and an email will go to user.

Integrate Job Board And Social Network

About Client:
Client is a specialized niche website with 315 members in a particular industry. Client provides articles and information for professional members and job listings. The social network is currently powered by JomSocial and the job board is powered by SimplyHired. We are in the process of a big migration of the site to a new platform that will be faster and serve clients needs better than Joomla and we need help with some things.

The Problem:
We have a test site where we have cloned clients site to WordPress and we have purchased and installed WPJOBS (http://wpjobboard.net/).

Clients 315 users (usernames and email addresses) have been migrated over to WordPress on our test site, but their customized profile information has not been put into BuddyPress profiles yet.

The Job: We need a php master to…

1. Integrate WPJobs & Buddypress

Integrate the jobs section into the social network so that when logged in, a user can (in addition to sending messages and connecting with others on the site) see what jobs they have applied for, apply directly to jobs using their stored documents.

*Employer members should be able to log in and see what jobs they have posted, how much money they have spent so far on the job board, etc.

2. Modify the Jobs Section to allow document uploads to be stored in the users profiles.

The jobs program already allows members to upload documents to apply for jobs. These documents should saved in the users profile (Resume 1, Resume 2, Resume 3, Writing Sample, Transcript). So each job seeker member would be able to upload up to 5 documents that would be SAVED under their profiles. These documents should be saved under my profile and only be visible to the admins and each user can see their own resumes.

*If a member has not uploaded any resumes, a notification that their profile is incomplete should show on the page when they are logged in.

*None of the members can search resumes on the system.

3. No user should ever get to the wp admin panel (backend). Modify both programs so that user is not redirected to wp admin page under any circumstances, and so that the user is never sent to WP back end. Right now the problem is that employer is taken to wpadmin backend to login to their employer account or sign up. No user (whether employer or member) should see WP backend.

4. Do a Mysql table export/import to migrate in users personal profile information.

****We also need a graphics person to modify the clients template to make it original (dont want the site to look like anyone elses). If you can also do this, let us know and what your price will be to do it (please give a separate price than the price for the php modification work).
