I am looking for a programmer who has experience in programming the video encoders. There are plenty of video encoders available outside, but I want to develop one of my own. For e.g. videofile.sgr
Where .sgr is the file extension specifying that this is my video format.
Here is what I need –
1. Video Encoder application – which can encode any available widely used video formats into .sgr
2. A Java applet – which stream this newly converted video and play it in the browser.

Basic Details:
Self contained video application that plays menu driven audio/video modules (like a dvd menu), including interactive information pages supporting each module. The supporting interactive information pages will function much like a interactive powerpoint presentation, as well as require hot links that redirect to url web-pages.
- 1 navigation "main menu" page
-12 video modules with 12 supporting interactive information pages.
- 1 "About Application" page with url hot links.
I will be creating this SDK app so that will be purposed for both iphone/ipad and the Android platforms.
I would like to work with an english speaking company that has a clean successful record in programing applications.
This will be my second app that I will have produced, so I have a pretty good idea how to organize the work flow.
I will supply the concept, navigation story board, source files and design elements according to the programers provided specs.
Budget is $1,500 firm.
