Urgent Websites Need Doing

We urgently need a fast, efficient and talented website developer who can design a stunning looking website and develop the back end in the correct technology.
We need two websites designing and completed within the week to start first thing tomorrow. One is a website that looks great, a flash banner on the home page, but also allows us to add products and categories with images etc. This is NOT an ecommerce website. There will also need to be an interactive order form that our customers complete. Probably a 8 to 10 page site at best.
The second website is a detailed information website only that has alot of features, but the main one being that we can go ahead after the site is finished and add our own pages to the website, perhaps a Joomla system in the back will be good, but we are happy to take advice. Features include an A to Z alphabet search listing of the website, a map of regions when browsed over gives information in a pop up box, a news flash ticker that runs on the home page, and once the standard template has been designed and features installed, then we basically go ahead and add to the site ourselves.
We have conditions on this project in that we will not pay an advance as we have been burnt in the past. But, once a decent Beat Version of the sites go up, we pay 20-30% then the remainder upon final launch. We do not do escrow, but we assure you of our business credentials and genuine approach.
We are based in the UK running multiple businesses and these are two more we are adding to our portfolio. We need the sites literally started tomorrow and then completed within the week in full with a Beat Version launched this week!
If you feel you can handle this project with the conditions then bid, due to time limitations we will be making a quick decision so please use your experience and common sense to gauge this project and bid knowing you can complete. We will award this first thing tomorrow. We are looking for a good price with fast turnaround.
